that happend to me few weeks ago, I had a front arm hige pin mounted wrongway, front to a shorter arm hole, rear on a longer arm hole. Ineed a eye glass bad.

or check make sure hub is not binding by removing a hub out of the arm and mount a wheel as you normaly would and spin it, if you been using regula lock nuts for awhile or just have axles for long time causing binding on the hub bearings.
