IMHO get an STSD3R (or D5R) from Hong Kong .. Will cost you about $85.

Plenty quick enough for a beginner and will even get you started in club racing.
Easy to tune and last well.
They even come with a pretty good running in guide.
Ive had 3 and they really are good value.
