Lipos have been built with internal cutoffs which proved to be pretty much disaster. I have seen any mentioned with an internal balancer though and a serach turns up nothing either.

You can get a Astro Blinky for $30 or a Hyperion LBA10 for $35 either will balance while charging or balance stand alone.
