IMO Hitec's always feel like that(kinda notchy and stiff to turn over.....when you manually turn them over they have an almost clicking sound...or at least all my 5955's and couple 7955's i got do....GRANTED they aren't the 40's but they are the same gear's(essentially) just geared differently i would figure....so a rough feel means nothing really, its what it feels like when its energized that counts....i find it hard to believe if the gear's themselves are failing...but hey ANYthing is possible if you look at it from the right perspective.
