The 7940 should have enough torque and is faster.
Torque is more important than speed on steering. Not so much for the intial turn (although that is important) but holding power when you are trying to turn and you catch a bump or rut. A "just strong enough" servo will have to work too hard on steering. Too much power is just enough! (Especially on truggies... but helpful on buggies too!)
