Judging from what I see so far the issue may be low nitro %,cooler plug and too many head shims...the JLR appears to be over shimmed..I will measure one up hopefully later today.......lower nitro,cooler plug and not enough compression will make for a weaker running engine without question......
Maybe after you get some time with this engine you can recommend a glowplug and how it should be shimmed for max power
I realize the ofna guys will tell everyone to run Picco glowplugs, but they are too expensive for my taste.
