Not that my method is failproof, but i hand sand rims (dremel at night wakes her up), just lightly scuff the tire then clean rubber with alchohol or thinner until no more oily stuff comes off the tire onto the rag.
Then i make sure to get glue in entire bead, let cure and then run one small bead of glue on rim/tire joint to help.
And i always use the bands and give them as much cure time as possible, I never glue on race day although a friend of mine glues him a set every race day and never has a problem.
I've also found from too much experience that pre-mounts will fail every time.
