So would a 4.2 be with timeshift 5 and say a 3.95 with timeshift 4? is it safe to say to start at 4.2 with turbo and timeshift 5 ?

Every type of motor has differnt optimal gearing. Just start conservative and work your way up from there. Its more a case of what works for you and your driving style than what is best.
As for timeshift... Turbo will give you the speedies maximum rpm no matter what the timeshift setting. You tend to find that timeshift adjusts where the powerband is in the motors rpm range. So for tight tracks runs turbo and low timeshift, for large tracks run turbo with high timeshift.
