Its not as important as it used to be i still think it counts but not as much, but don't stop the link building, but try to target it more towards people and not search engines. By this i mean linking everywhere is never good but better for search engines and not people who may find you.
If you have good content, the links will come. 1 way ones... the ones you need.

Here are a couple of my PR4 sites which used to be PR5 until Google changed their algorithm about a year ago. I did add a couple of links out for ones who asked, but I did not actively pursue links.

My RC site is new and has no PR right now, but organic traffic is already getting a lot of traction.
