Kids running on the track is a bad idea regardless of situation (I cant think of any tracks where this permissible actually).
If they're on the drivers standing running around the track (the right direction as stated) they have every right to do so. Open practice is OPEN; good drivers will find a way around them and bad drivers will learn how to get around them.
