I use 0.5a and 0.5amp for cycling my rx pacs with a peak setting of 5mv/cell. I'm guessing yours is false peaking being new. If its not getting noticeably hot, then its not getting charged. These pacs show quite a bit of voltage recovery when the load on the pac is removed, so its understandable that it appears to have voltage when resting but when a load is added, voltage dives and theres little to no current output.

If it doesn't get hot when charging, just repeat the charge until it does get hot.
