It looks like some sort of hybrid experiement. The spur gears are OFNA, the chassis looks like an aftermarket one for a Nitro HPI RS4, aftermarket HPI shocks, and probably parts from older Mugen and Yokomo nitro cars. Whoever started it probably figured it wasn't worth the extra time and money to complete it.
