Thunder Tiger engines tend to run a little hotter. My dad used to race for them and always came in at between 275 and 300. He was running the Pro .21 at the time. I'm not saying I'd run it at 300, but I don't think 260 to 270 would be bad.
Yea they do run a little warm, however it sound like he may have an air leak, which will cause higher temps my last TT motor didn't run strong unless it was 250-270, but with the 300 and up temps, prolly an air leak.
Check you fuel lines and tank, then check you carb, may need to put some high temp silicone where the carb meets the block...
