I guess better late then never...
It's a rotating cam. After you've set the front droop, you proceed to install the front sway bars. Then, you recheck the front droop to see if both left and right arms are at the same droop. If they are not, rotate the cam with a flat screw driver till you get both left and right front arms at the same droop.
That is what it's for !
