Im not an engine pro but I don't think the epoxy effects crank ballance much. They drill the crank to lighten it and the epoxy ramp is supposed to help with fuel flow. Prolly helps mileage as well.
From what I can see Slay, The crank has more materials on the top making it top heavy..I would think filling that hole and since most of the epoxy sits in that inner tube it would surely help with balance..but that's just a guess
