I had a similar problem getting my radio to bind. I thought I was following the instructions but I missed a step. I put the RX in bind mode using the plug that came with it. I selected bind from the list menu. There's a message displayed to set the RX in bind mode first. I kept skipping the step to scroll down at this screen and select BIND and then pressing the selection button. That step isn't well placed in the manual so I kept overlooking it.
