What do you mean there was steam coming off the engine, how hot did it get?
Try turning the flywheel with your fingers, it should not easily spin (with the glow plug in). If the flywheel spins easy, with no resistance (with the glow plug in) then it has no compression and will need to be replaced or rebuilt.
To turn an engine off you can plug the exhaust with a rag.
