Onroad motors have a lot more port timing in them. This gives them more peak horsepower at high rpm's but less bottom end torque than a lower timed offroad motor. You certainly could run an onroad motor in a buggy or truggy but it's performance and fuel mileage would probably not be as good as the better offroad motors.
