The simple fact that when you ask the racers themselves to come up with the rules and they can't agree proves this. (Even though ROAR did all the work for them,

I miss r/c racing in the 80's and 90's - everybody used ROAR rules, it was simple and fun.
The track didn't set the rules in the beginning.
It's like you said "Traxxas didn't include a battery in the box"
I didn't think that it was ok to do anything to the tires until I turned around and saw the top 3 guys saucing the crap out of there tires. I know it was an RC driver race and not a RCHR race which adds to the confusion.
The reason I bought the slash was to try to get a class going so that the newbies that walk in the door for the first time and want to try racing could have a cheap option to run. (I feel that we need newbies to keep the track going. I don't want to see it end up like all the other tracks lately.) If they don't have a clear set of rules laid out for them they might get discouraged and go home to play video games.
The proceeding was the sole opinion of the author and was not intended to get anyone all upset.
