There is some truth to that but it's not always the same for all motors. You will need to experiment with different brushes and springs depending on the type of car, class and track conditions. I've always run different spring tensions but usually run the same brush compound. Trinity and Putnam Propultion offered sets of brushes that had different compounds that may be a good place to start.
