Possibly due to wrong gear ratio?! 26T pinion on 19t motor might take a while to reach top speed... If you're bashing in a hugh space, with enough straight, should get to its top speed eventually. Not idea if doing it in a tight rc track.
19t should have more RPM, 23t have more torque. Base on the same gear ratio, 19t runs faster in a bigger track with its higher top speed. 23t runs better in a tight, short track as it reach its top speed faster(higher torque).
