Why not make a single sized box, that several batteries can fit in? That way, when you charge your packs between races, you'll be able to see any damage, i.e. puffing. A hard case does not puff, so the results could be a big surprise.
Also, as I said before, you can choose the pack that best suits your racing environment. That would allow for a tuning option not available in a strict list of approved hard case packs.
It would have the protection/standardization ROAR wants, with the versatility racers need.
