I can't speak for jim, but i do know that any "window tint" color is excellent for doing shadows on lighter colors due to the low intesity. You need to make alot more passes with the tint than if you would use a dilluted black to get a desired depth.

I know parma makes some, but i think pactra only offers it in a lacquer spray can though...
