It shouldn't take that long to get the engine started. If you killed two battery packs in the roto starter then you're cranking the engine too long for no good reason. My guess is that it's a fuel problem. Try pinching off the fuel line while you crank it. If it fires up, then it tells you that you already have too much fuel in the engine. If that doesn't work, then the engine isn't getting enough fuel. All this assumes that the carb is open far enough to allow the engine to start.
