Any of the holes can be used for the shocks, the arms can be flipped so that you have the option of making smaller adjustments. On my car, I'm running the outermost holes on the front, and 1 in from the outermost holes on the rear.

It's a nice feature, as now instead of 2 holes for adjustment, there are 4.
