Yes I would if the track calls for it some Kyosho Team drivers went to the 24-tooth pulley with a 1mm tire split since the traction was very high but the wear was very low it calmed the car a bit on steering which was not needed due to the track bite.
I know another driver who runs the the 1mm tire split & uses the 23 tooth pulley & it is more to his liking. trila & error you just have to try it out & see what more has a better feel for you.
