your bottom end needle may be too rich and your idle might be too high, I've had that happen before. Try leaning the low end needle until it stays at a high idle, then, turn the idle screw down until its at a low idle.
100% agree with that process! I had low speed problems for the longest time runnig it to rich on the LS and turning the idle up. This was on other motors not my extech.
For what it's worth my pre run .24 fired right up, first turn. no problems at all then I leaned it out top and bottom a few hours and she rips like no other motor I have had.
