i see they run 3-shocks on 12th oval but not roadcourse. is it really not needed for 4-cells?

Heavy, overly complicated, and it would offer little to no performance advantage. Plus you have the difficulty of trying to build two microshocks, that will perform absolutely identically, which is very nearly an impossibility. Damper Tubes and Springs Forever!
