I'm all for the "whoever gets there first" idea. That forces everyone to be ready so they get the spot they want and thus moves the racing along quicker. However, at a national/big race I think it should go in Qualifying order since everything is run on a strict schedule anyways.
As for the two guys... Make them drive from their pit spots instead
Bet they'll never argue about it after that
