Your probably right ...I had a Picco .28 P3 and could not keep it tuned I admit I was making a lot of changes at the time and really did not know how to trouble shoot and was mostly my fault.
picco's have multiple unique features that can totally effect how the motor runs....1 would be the leaky carb body...thats a big one.
get it sealed before you attempt to run it would be my advice.
