I'm certainly no expert, but generally speaking offroad engines are designed to idle well and provide good throttle response in the low to mid revs whereas onroad engines are designed more to handle stresses created from running mostly high RPMs. Offroad heads need to be bigger also, due to constant throttle flucuation.
