Not really. Finding the correct rollout depends on a lot of factors other than straightaway length. How tight the infield is, what kind of corners are before/after the straight, how much cornerspeed your car carries (HUGE effect on how much gear you can pull), how good your batteries are,etc. With enough experiance you can probably find good starting rollouts for big and small tracks, but you will still have to adjust a bit to find the optimum gear ratio for your particular situation. After you've found it you can use rollout calcs. to keep the same rollout as the rear tires wear.
