It depends on how picky you are. you really only need to ream out either the arm holes, or the caster block holes. otherwise you may start having pins slide out. I would suggest the arms themselves so you don't have pin weight to twist.

BUT...that's one reason they have grub screws in the upper arm mounts...to keep the pin in place and, in case you end up a touch oversized, "pinned" over to the outboard "side" of the bore. One screw is really all you need, the second grub screw is added complexity/weight (not that they're particularly heavy, but it's "free" reduction.
