He explains that it has the opposite effect of a sway bar. It evens out the forces exerted on the tires so that the tire wear is even. Apparently they had a race on which one of the rear tires would wear more than the other, like GLARCRC where the left rear wears out more than the right, and they came up with this solution. It doesn’t say weather they tried it yet, or if it works. Its interesting for sure.
