Yes and no -- it all depends on what motor he's running and what he's doing with it. If it's a 13.5BL, for example, an FDR of 4.5-4.6 is totally normal. If he's running on a large, sweeping track he could probably run a silver can with that FDR. If it's a tight, technical track he'd probably never reach top speed and may even let the smoke out of a silver can in the process.
