The Tamiya TCS organizers are really trying to get the Mini class back to a driver’s class so they are going to have RPM limits on the hand out motors (the RPM maximum being discussed is 14,000). They will test your motor when you take it out of your car and turn it in. If it goes above 14K at 5 volts, then penalties could be handed out.
I find all of that very, very interesting. We started a mini class here this spring and with loose enforcement it took about 4 races for it to not really be a "driver's class" anymore. We're also trying out a couple other spec silver can classes so I'll be watching how the new TCS system works out closely.
