It's just a clear silicone adhesive. It's called shoegoo or shoogoo because baseball pitchers would coat the toe of their right shoe (for right handers, left shoe for lefties) with it. They drag their toe on the follow through and wear out the toes. It makes a wonderful flexible adhesive for various parts.
