I know that at JGIR, the Nitro tour class is broken up for qualifying, but when it comes to the finals, a lower class of driver can be moved up.(eg: clubman to pro)
Electric racing can be different with so many classes. The slower mod drivers really don't want to blown away by stock drivers all the time with every one knowing about it. The other thing to consider with this is the speed differance from stock to mod. I have seen quite a few new commers to mod with balistic straight line speed, but the problems comes when they try to pass in the straight and also when they get to the corners.
The way racing is structured world wide is to run your best time over 5 minutes, not your best lap. that way we get better racing of more evenly matched drivers in the finals.
In other words, just because you can do 1 ballistic lap, does not make you the world champ.
