Matt, Spec class is referring to 19turn spec motors or in some places like Japan 17turn spec class, just like Stock class covers the more usual 27turn stock motor and the 23turn stock motors that Japan uses.
The PAL system is the SpeedWay PAL Drive System, it's not a brushless system. It's a different drive shaft and motor mount for the Barracuda which creates a more wobble free spur gear.
