You absolutely need to check droop as tire size changes.
As the tire becomes smaller, your car looses droop. Droop is the difference between the chassis and the track surface at full suspension extension. If you use the droop gauge, 7 is 7, at 5mm ride height or 3mm ride height.
It is true that changing the shock collar will not effect droop, but changing the tires will.
