Isn't it better to have the case taped to the cells rather than the whole thing shrink-wrapped? That way when the cell puffs, the case expands rather than building pressure and potentially exploding.
One way around this that I can see is have an intentionally weakened line, like a high pressure tank.
That way when a cell does puff all that happens is it splits the case on that line.
