We always recommend running the fan on the ESC regardless of the application: A cooler ESC is a better running ESC...but in most cases with a 13.5 the system will not generate too much heat and you'd more than likely be safe running without it.

Could you give me some information regarding the 13mm rotor, like what it does different, gear ratios etc?
