I can't officially speak for the roar people, but I imaging checking in a motor means tagging the arm and the can, just like it would be done at a handout race, so...no you can't keep swapping out the arms and all that.
I think the idea behind limiting the amount of motors you can use is to compromise between the spirit of handout motors and a free for all.
FroBoy ....... you have it right. The spirit of what was done in "Handout Race" rules was the basiss for the "Controlled Motor" rules. Tech will consist of tagging of arms and/or cans. No swapping of arms and cans allowed. You can only run the 3 BL or BR motors registered to you.
