As long as your track or club allows it I wouldn't worry about ROAR rules. ROAR rules are set for National level races not necessarily need to be followed by your track or club.
Exactly! I got myself pretty worked up over it till I taked to our track owner. He said far too many people are already running 13.5, and there is a series within several tracks that is running also that will all continue reguardless of what ROAR decides. Many tracks, I have a feeling, will not follow suit with ROAR. We run 13.5 and stock together (when one of the few stocks shows) and they are not alot different as far as top speeds, torque out of the corners the 13.5 has the advantage.
