basically, 7.4v batterys in a hard case will be approved if they pass the safety tests, of which there are three.
The big one is the overcharge test (its in there... gotta find it in that huge post).
They are approved in 6 cell, sub-c NiCd and NimH classes only.

8.3.2.4.1 The battery pack shall no display rapid disassembly resulting from Thermal Runaway.
8.3.2.4.2 The fully charged battery pack shall be charged to a value up to 12.0 VDC at a rate of 1 times the capacity of the cells in the battery pack for a period of 30 minutes (Example: 5000 mahr charge rate is 5 amps).

Personally, I'm still unsure on the benifits of a LiPo sack. I'd much prefer to be able to see a pack expanding and then be able to throw a bucket of sand over it, rather than trusting it is going to be contained by a sack....
LiPo's don't go bang... they expand, then burst into flame. Not like a NiMh, which just goes bang!
