Does sound like they've gone a strange route for 19T spec class, maybe they'll have better rules for touring racing. Here in the UK there is a price limit of £30 which is just a couple of pounds more than a stock motor, probably to account for the allowance of bearings instead of bushings. I have found 19T to be a great class here, plenty of speed and the motor lasts well between skims.
