What is the theory behind this and is it not just an overreaction to a few cells from a particular cell manufacturer having some problems, that may now have been solved anyway?

Charging at 4.6 or 6 amps will not make any difference as far as cell exploding. Cells exploding have to do with the cell design. As the manufacturers try and make more capacity out of a limited cell size everything gets thinner insed and more material is stuffed in the cells. That is why I have said that the new EFRA/BRCA rules make no sense.

The way to fix some of the problems would be to go down in weight which means they couldn't pack the cells as much.
