It's actually a fairly good idea. Unfortunately, it will never work on an RC engine. Like Revo-race said, the tank is pressurized from the exhaust, which helps force fuel through the carb. Your idea has no seal, and the tank won't be able to build any pressure.
To the other guys, think of the lid of your tank having slits like * cut in the top of it. That's what he's talking about.
