My guess it is the brakes binding, there is two guides moulded into the bulkhead that the pad sits in between. It isn't sitting on two screw like on other cars, the brake disc is very wide (eg... MTX3) and i believe it is rubbing.

But he says it seems to run good with the tires off the ground. I would think he would notice the brakes draging like this as well?
