Cutting the old style front arms is difficult to get right. Numerous people have tried it and they always come out crooked. I'm sure someone will say they have done it or can do it but the truth is it is unneccessary.
To use smaller tires on an old school front end you only need to remove some material from the bottom of the steering block, then add a shim on top between the block and the e clip. I'll post some pics if you want to see how its done
